Born in Philadelphia on November 9, 1952 and was the son of the late Stanley F. Sr. and Laura (Sobieska) Rogowski. Along with his parents, Francis was preceded in death by his wife; Donna, his sister; Joann, and his brother; Stanley Jr. He is survived by his stepdaughter; Jessica (Tim), his stepson; Greg (Melissa), his sister; Marcella, his daughter; Amanda, and his 4 grandchildren; Michael, Amber, Gabby and Andrew.
